I have resolved my issue with reinstallation of windows 8.1 64bit. Definitely is problem with some window component.

I have 2 windows 8.1 64bit machines here and both give me the same results. I will try installing 7 on one tonight and see how that works out. The mystery folder ("SARDU_~1.5") part is what gets me.
