insufficient x MB error

Hi, I got a 16GB flashdrive formatted to FAT32. And no matter how many times I format it i get an 'Attention! - //p(header) Insufficient x MB', while 'x' is the size of the SARDU image I'm trying to create. How can I get passed this error? I've searched the forum for answers, but cannot find anything. Please help
